Port Angeles adopts 2027'2032 Capital Facilities Plan and adds study phase to protect Edis Hook floating docks

City staff presented the second reading of the 2027'2032 Capital Facilities Plan and Transportation Improvement Program at the June 16 council meeting and recommended adoption. The plan included one correction to mark a server-room HVAC rooftop unit as funded for $55,000.
During the continued public hearing, council members discussed several projects. Mayor Kate Dexter and others raised concerns about the Edis Hook boat ramp and its exposure to winter storms. Amy proposed adding a second phase to the Edis Hook project to identify alternatives that would protect replaced floating docks in the long term.
After extended discussion about FEMA constraints, grant opportunities, and long-term harbor management, council voted to amend project PK0420 to "add phase 2: identify alternatives to ensure that floating docks are protected." That amendment passed unanimously. Council then adopted the full Capital Facilities Plan and Transportation Improvement Plan with the amendment.
Staff noted the plan is a living document meant to guide capital priorities through 2032 and that the amendment will help the city pursue grant opportunities and conceptual work to address recurring damage to docks.
