Port Angeles council authorizes $50,000 deposit to keep harbor cleanup design moving

City staff told the Port Angeles City Council on June 16 that the long-running cleanup of the western Port Angeles harbor requires an additional deposit to the potentially liable parties (PLP) cost-sharing pool to keep design work moving.
"This consultant needs additional funds. So this is authorizing an additional $50,000 deposit in the group funding pool to ensure that cleanup effort can move forward," a city staff member told council as they explained the city's role among approximately six PLPs and a consent decree with the Washington State Department of Ecology. Staff said they expect insurance and an Ecology grant will cover the majority of the costs.
Council moved to authorize the city manager to approve the additional payment for continued work by TetraTech Incorporated and to approve necessary amendments to the PLP cost-sharing agreement; the motion passed unanimously.
Councilmembers asked about reimbursement expectations and timing; staff reiterated the city's role requires public process and that the deposit is time-sensitive to avoid interruption of design work.
