Yarmouth Affordable Housing Trust authorizes FY2026 salary funds, tables RFPs and flags eviction-prevention needs

The Yarmouth Affordable Housing Trust at its Feb. 17, 2026 meeting authorized limited FY2026 spending for staff salaries, deferred two procurement items to future meetings, and heard staff outline growing local housing-service needs.
On a motion by Trustee Deborah Clark, seconded by Trustee Mark Forest, the Trust voted unanimously to expend up to $70,000 of General Deposit funds to cover regular salary costs in FY2026 and up to $3,500 to cover overtime tied to the preparation of meeting minutes. Staff said the Finance Department will track these expenditures in the town general ledger.
The Trust tabled the Rental Assistance Program RFP and the Affordable Housing Acquisition RFP to its next meeting; minutes record the items as deferred without mover/second detail in the text. Staff also briefed Trustees on a foreclosure recovery at 57 Brush Hill Road, noting the affordable owner remains in the home after resolving mortgage arrears.
Staff reported using Barnstable County Regional Shared Housing Service planning and consulting hours to preserve two vacant affordable homes on Plymouth Road and described a spike in requests for eviction-prevention subsidies among Yarmouth seniors and disabled households. Staff said they will work with the Senior Center to develop a program for Trust consideration.
Trustees reviewed materials on Seasonal Communities and heard that the UMass Donahue Institute will present its short-term rental report to the Select Board on Feb. 24, 2026. Trustees were invited to two Feb. 25 community meetings: the Mattacheese Utilization Committee meeting at 6 p.m. to discuss reuse of the town-owned 70-acre parcel at 400 Higgins Crowell Road, and the Community Preservation Committee annual public hearing at 3 p.m.
The meeting adjourned at 10:32 a.m. on a unanimous roll-call vote. The minutes list meeting exhibits and note the minutes were approved on March 17, 2026.
