County reviews courthouse HVAC failures, unfinished jail work and approves utility permit

Custodian John Hansen told supervisors on March 4 that one rooftop HVAC unit had quit working during extreme cold after ice buildup caused a short and that exhaust from an air exchanger was likely a contributing factor. Hansen said staff were also trying to reduce excessive noise from the unit above the courtroom. Supervisors asked contractor ETI to explain the ongoing HVAC issues, identify warranty start and end dates, and clarify who will be responsible for paying for unfinished jail work and courthouse window trim quoted by Twin Construction.
Engineer Mitch Rydl provided Secondary Roads maintenance and construction updates and noted a planning & zoning administrator vacancy and an upcoming workshop county members usually attend. Supervisors approved the Nishnabotna Valley REC utility permit application for T78N, R36W between sections 17 and 18 (Oakfield Township on Eagle Ave) by motion (Grabill/Mosinski) and approved the current FY26 budget status.
Supervisors directed staff to obtain detailed explanations from contractors and left responsibility and billing for jail work unresolved in the minutes. The meeting recessed at 11:50 a.m., reconvened at 2:05 p.m., and adjourned at 5:08 p.m.
