Audubon County approves road-upgrade policy, accepts two Secondary Roads resignations and approves staff reclassifications

Audubon County supervisors on April 1 accepted two resignations in the Secondary Roads Department, approved multiple personnel changes and adopted a policy to upgrade a Level B road for an approved house permit.
Engineer Mitch Rydl told the board that Dustin Riesgaard and Robert Chapman resigned from the Secondary Roads Department; the board accepted the resignations and decided to fill one of the two resulting vacancies as a cost-saving measure. The board approved Resolution 2025-16 to reclassify Corey Olds to Grade 4, Crew Leader, effective April 1, 2025 (hourly wage increasing from $24.79 to $25.88). The board also approved Resolution 2025-18 to reclassify Matthew Jorgensen to Grade 2, Equipment Operator B (Year 3), effective April 1, 2025, with an hourly increase to $24.79.
The board approved Hiring Resolution 2025-17 to hire Shawn Bohlmann as Grade 2 Equipment Operator B at $24.79 per hour; the resolution text listed an effective date of April 25, 2022, which appears to be a typographical error in the minutes and was recorded for implementation as April 25, 2025; insurance coverage was noted to begin June 1, 2025.
Supervisors approved a policy to upgrade a Level B road for a newly permitted house; the total upgrade cost was estimated at $5,000 and the homeowner agreed to pay half and assist with tree removal. Rydl said bids for the Hamlin Feed mill Road project were submitted to the Iowa DOT and the county is waiting on DOT approval before proceeding. Roadside Manager TJ Jacobsen presented the FY26 roadside budget with reduced FICA/IPERS; the board discussed purchasing a disk mower, reducing overtime and postponing projects (including a bridge removal) to lower costs. An MOU expanding the comp time bank to 80 hours was discussed as a way to reduce paid overtime.
The decisions on staffing and equipment purchases are intended to trim the FY26 budget; supervisors said they will continue budget discussions at an additional meeting later in the week. The board adjourned at 2:39 p.m.
