Kankakee council approves up to $150,000 contract for first comprehensive plan since 1997

The Kankakee City Council on June 15 authorized a contract not to exceed $150,000 with Tesca Associates, Inc. to produce a new comprehensive city plan; the resolution passed unanimously (11–0).
Mayor Curtis and planning staff told the council the city's existing comprehensive plan dates from 1997 and that an updated plan would strengthen the city's ability to compete for grant funding and provide a framework for zoning, transportation and housing decisions. Alderwoman Swanson moved the resolution; Alderman Cobbs seconded.
Consultant Mike Hoffman described the planned engagement process and timeline: "a year, maybe a little more depending on what the approval process we go through...probably a year and a quarter total, I would say. So, ideally Labor Day of '27 might be a target." Director King and other staff outlined an outreach program that will include schools, seniors, neighborhood meetings, online surveys and open houses.
Council members discussed funding options; Mayor Curtis said TIFF funds are being considered where eligible to help pay the cost. The resolution authorizes the engagement and sets a not‑to‑exceed contract amount of $150,000; staff said they will return with a timeline for community engagement and steering committee involvement as the process begins.
