Township authorizes enforcement action after reports of hoarding and animal removal at two properties

The Warwick Township Board of Supervisors voted on May 20 to authorize formal code-enforcement action against two properties after the Zoning Officer reported ongoing problems and limited owner cooperation.
Tom Zorbaugh, the township’s code and zoning officer, said the property at 122 Chukar Court required the removal of 30 dogs and that photographs show animal waste exiting the front door. He said cleanup work had begun but later stopped and that the owner had not contacted the township to appeal Zorbaugh’s interpretation or otherwise engage to resolve the condition. Zorbaugh described the property at 2 Windwood Place as showing similar issues and said one of the sites “appears like it could be a hoarding issue.”
Zorbaugh recommended initiation of the formal enforcement process because neither owner had provided follow-up to the township. On a motion by Supervisor Jeff Tennis, seconded by Supervisor Jeremy Stratmeyer, the Board voted unanimously to authorize enforcement action against both properties.
Township staff submitted photographs as part of the enforcement documentation. The Board did not specify court dates at the meeting; the code officer said owners could avoid court by complying with the cleanup requirements or by filing an appeal with the township.
