Councilwoman asks to revisit Jam Trail maintenance amid park mowing cuts

Councilwoman Durham raised constituent complaints about a new mowing policy and asked the Riverfront Development Corporation and county staff to revisit a long‑standing agreement under which New Castle County maintains the Jam Trail.
"I'm getting slammed by constituents who are very upset about the new mowing policy in our parks," Durham said, and asked staff whether it might be an appropriate time to discuss the maintenance agreement publicly and consider shifting responsibility.
President Monique Johns responded that the item was not on today’s agenda but that it would be placed on the next agenda. Councilman Smiley said the maintenance arrangement originated during the Tom Gordon administration and that the council had not been given an opportunity to vote on the original agreement, which left county officials managing the trail without prior council review. "The county council never even got an opportunity to know about that agreement, vote on it, or anything else," Smiley said.
The chair directed staff to place the Jam Trail maintenance agreement on the next meeting agenda for further discussion. No public comment on the Jam Trail was offered at this meeting.
