Commission approves and continues several coastal stabilization and fiber-roll projects; enforcement orders issued
Summary
At the Oct. 16 meeting the commission continued Miramar Avenue and several projects to Nov. 6, approved fiber-roll and sand-management projects (Wrinkle Point, Davenport), and directed enforcement actions and restoration plans for several violations, including a retaining-wall extension at 45 Bayview and clearing at 222 SeaTucket Road.
The Dennis Conservation Commission used its Oct. 16 meeting to advance a slate of coastal projects and enforcement matters.
Continuances and approvals: The commission continued a Miramar Avenue seawall and beach-nourishment proposal (SE16-28208592) to Nov. 6 so Mass Natural Heritage and staff can review dune delineation, access routes and temporary-impact mitigation. The commission approved a Notice of Intent from the Wrinkle Point Association at 211 Uncle Barney’s Road for a fiber-roll array and invasive-plant management, with mitigation and a variance for work in the 50-foot buffer recorded on the permit. The commission also approved an amended order of conditions to extend a fiber-roll array at 68 Davenport Road and to pursue salt-marsh restoration and small stormwater interceptor trenches to improve vegetation establishment.
Enforcement and compliance: Staff reported a violation at 222 SeaTucket Road — a fence and clearing that removed several trees in the 50-foot buffer and damaged the understory. Owner Chase Delugo said he will submit a planting and landscape plan; staff recommended a restoration plan with a 3:1 replacement ratio for trees removed within the 50-foot buffer and proposed issuing an enforcement order and a citation if standards are not met. For 45 Bayview the commission directed staff to issue an enforcement order requiring removal of an unauthorized retaining-wall extension within 10 days and to issue a $300 citation, with daily fines to follow for noncompliance.
Administrative items: The commission signed orders and certificates of compliance, approved meeting minutes (with two abstentions recorded), and confirmed meeting dates. The chair adjourned the meeting at the end of the evening.
