Cudahy council adopts 2017 budget and tax levy, approves festival permit and multiple ordinances

The Common Council of the City of Cudahy approved the city’s 2017 budget and set the 2016-collection tax levy at $8,868,593 in a Nov. 15, 2016 meeting. Alderperson Moralez moved to adopt the budget and Alderperson Johnson seconded; the roll-call vote recorded Moralez, Johnson, Litkowiec and St. Marie-Boelkow voting yes and Alderperson Hollenbeck voting no, and the motion carried.
At the meeting’s public hearing portion, Mayor John Hohenfeldt opened the hearing at 7:05 p.m. and gave an overview of the proposed 2017 budget. The council called for public comment three times and received none; the hearing closed at 7:10 p.m.
The council also considered a permit request from Alex Ahmad of City Lounge to temporarily use a city-owned parking lot at 3462 E. Squire Ave. for the City Limits Music Fest in 2017. Alderperson Johnson moved to approve a four-day festival; Alderperson St. Marie-Boelkow seconded. The roll-call vote recorded Alderpersons Moralez, Johnson, Hollenbeck and St. Marie-Boelkow voting aye and Alderperson Litkowiec abstaining; the motion carried.
Council members approved the consent agenda, which included minutes from multiple boards and commissions and claims ending Oct. 31, 2016 totaling $946,995.33, by unanimous roll-call vote.
During the meeting the council also introduced and adopted a package of ordinances by separate motions and unanimous roll-call votes: Ordinance No. 2312.6 (fixing salary and fringe benefits for the department battalion chief for 2017); Ordinance No. 2435 (amending Sections 4-1 and 4-3 concerning the keeping of snakes); Ordinance No. 2436 (creating Chapter 34, Articles III and IV, concerning street use and special event permitting); Ordinance No. 2442 (deleting Sec. 22-32 concerning the Police Alarm Board); and Ordinance No. 2443 (amending Cudahy Municipal Code Section 2-322(b)(3)).
The council approved the mayor’s appointments to city boards, commissions and committees by unanimous vote. It also approved Resolution No. 7083, a certified survey map for Penn Place, on a unanimous roll-call vote.
The minutes record that Alderperson Litkowiec left the meeting at 8:30 p.m. and returned at 8:35 p.m.; however, the minutes also record the meeting adjourned at 7:30 p.m. This timing appears inconsistent within the minutes and is noted in the official record. The council’s adjournment motion, moved by Alderperson Litkowiec and seconded by Alderperson Johnson, carried unanimously.
Passed and approved Dec. 6, 2016; Mayor John Hohenfeldt attested and Dennis Broderick is listed as clerk/treasurer in the certified minutes.
