Hobart council approves rezonings, eminent-domain resolution, scouting-board restructure and accepts park donation

The Common Council of the City of Hobart met June 3 and voted unanimously on a slate of measures, including two zoning-related ordinances, a resolution authorizing property acquisition by eminent domain for parking, approvals of six CF-1 compliance filings and acceptance of a neighborhood park donation.
The council adopted Ordinance 2026-15 after its second reading to rezone a 2.352-acre parcel southeast of 61st Avenue and Arizona Street from R-3 to M-1. Attorney Leeth was present for the item. The motion to adopt carried on a roll-call vote with all council members voting aye (6-0).
A public hearing preceded adoption of Ordinance 2026-16, which vacates an unimproved platted right-of-way at the northwest corner of U.S. 30 and Grand Boulevard (0.55 acres, zoned PUD). Attorney Kutanovski provided affidavit proof of publication; the Plan Commission had forwarded a favorable recommendation. The council adopted the ordinance on a 6-0 roll-call vote.
The council also approved Resolution 2026-11, which the City Attorney described as authorizing the acquisition of real property interests—including through eminent-domain proceedings if necessary—to create parking adjacent to the Brickie Bowl (‘dust bowl’ area). The resolution passed 6-0.
Under new business, Development Director Marcos Rodriquez recommended approval of six CF-1 compliance filings (personal- and real-property filings for entities including Hancock Enterprises LLC, Paine LLC, and three Exeter entities associated with Northwind Crossing). The council voted to accept compliance for all six filings on a roll call of 6-0.
The council approved Ordinance 2026-17, which restructures the city’s Scouting Board (amending HMC §§31.020–31.021). The mayor requested expedited action so scouts could meet promptly; the council suspended the rules, declared an emergency and adopted the ordinance on second reading the same evening. Council members corrected a scrivener’s error in the membership clause prior to adoption; vote 6-0.
Council members also accepted a donation of land at 1710 Sycamore Lane for use as a small neighborhood pocket park. The motion to accept the donation and execute the Donation Agreement passed 6-0.
Procedural note: the council approved the meeting agenda with two additions (Resolution 2026-11 and the Sycamore Lane donation) at the start of the meeting.
What’s next: the adopted ordinances and resolutions will be handled per the City’s codified procedures. Several items discussed—such as the Brickie Bowl parking acquisition—may require follow-up staff work and additional public notices as those projects proceed.
