Council extends Rocky Mountain Power franchise and approves two emergency services grants

The Green River City Council voted to extend the Rocky Mountain Power franchise agreement and approved two grants supporting emergency services and parks operations.
On third and final reading the council adopted an ordinance to extend the Rocky Mountain Power franchise. Staff said legal language is finalized in coordination with the utility’s counsel and the ordinance passed on a voice vote.
Council also authorized staff to apply for an Assistance to Firefighters Grant (AFG) of up to $487,000 to purchase up to 35 self‑contained breathing apparatus (SCBAs) for the Fire Department; the application, if awarded, would require an approximately 5% local match (about $24,375). Ryan Russ, government affairs and grants staff, told the council the city has applied for similar grants previously and staff is negotiating supplier quotes to manage cost increases.
Finally, the council approved a $19,700 State Homeland Security Program grant to acquire a portable light tower for Parks operations. Staff reported the funds were remaining from earlier state allocations and would cover the full equipment purchase.
All three items were approved by voice votes. Staff will return with grant application submissions, procurement steps and executed grant agreements if awards are made.
