Livingston County committee approves budget amendments, new capital projects and surplus equipment

The Livingston County Ways & Means Committee on June 8 approved multiple fiscal actions including the authorization of Abstract of Claims #6A totaling $2,997,515.08, budget amendments reflecting CHIPS highway funding, and several capital project adjustments.
County Administration (Shannon Hillier) presented the Abstract of Claims #6A dated June 10, 2026 for the committee’s approval. The committee approved the abstract by motion (moved by Mr. Wadsworth; seconded by Mr. DiSalvo); the record notes the motion carried. The committee also approved a budget amendment for the Highway Department to reflect CHIPS funding after the state budget passed (motion moved by Mr. DiSalvo; seconded by Mr. Pangrazio). The transfer request for Records Management was approved (motion moved by Mr. Gott; seconded by Mr. Wadsworth).
The committee declared a list of Highway Department items surplus, including two fuel dispensers, a 2006 Volvo EC140 track excavator and a 1999 Sterling LT9511 10-wheel dump truck; the resolution directs disposition per the County Administrator (motion moved by Mr. DiSalvo; seconded by Mr. Wadsworth).
Members approved increases to capital project accounts for 2026: Ambulance Equipment (increase of $250,000 funded from Transfer to Capital) and an Information Technology project (increase of $139,779.78, funded from interfund transfers). "These will probably be regular recurring expenses in the budget for 2027," County Administration Shannon Hillier said during the presentation.
The committee also established three new capital project accounts for 2026 and funded them from unspent transfer-to-capital appropriations: Courthouse Drainage ($50,100), Countywide HVAC/Access Control ($125,000) and Murray Hill Water Tower Repair ($295,097.22). The Millennium Drive Dialysis capital project, which had an unexpended balance of $57,374.45, was closed and those funds transferred to the Murray Hill Water Tower Repair account.
A separate resolution from the Sheriff’s Office authorizing Livingston County Dog Control to accept voluntary donations on town dog-license applications was also approved; Sheriff Thomas Dougherty explained the department needs the authority to accept and use such donations to improve care and conditions at the facility (motion moved by Mr. Pangrazio; seconded by Mr. Wadsworth).
