Silvis council unanimously approves demolition plan for Phipps Park house, façade program and $365,000 CD renewal

Alderman Steve Marinaccio moved to approve the FY 2026 Façade Program at the Regular Meeting; Alderman Dave Rice seconded and the council approved the program unanimously. The Façade Program had been discussed and forwarded from the Committee of the Whole earlier in the evening.
On a separate item the council approved renewal of a certificate of deposit for $365,000. Alderman Steve Marinaccio moved the renewal in the Regular Meeting, Alderman Chad Vroman seconded, and the motion passed 8–0.
The votes on the three items were recorded as unanimous voice votes with all eight members present voting yes: Aldermen Chad Vroman, Rick Butts, Doug Greer, Craig Pirmann, Steve Marinaccio, David Rice, and Alderwomen Ariel Wilcox and Chrissy Winters.
The council also met in closed session under the Illinois personnel statute (5 ILCS 120/2(C)(1)); according to the meeting record Alderman Steve Marinaccio reported no action was taken during or after closed session.
