Beardstown council approves $10,000 toward Abraham Lincoln statue; authorizes church street closure

Mayor Tim Harris called the meeting to order at 6:38 p.m. City Clerk Brian Ruch recorded a quorum with alderpersons Lisa Buhlig, Ron Culves, Mary Davis, Eric Harbin, Keith Schramm and Shawn Taylor present; Chris Baer and Dawn Seward were absent.
Alderperson Eric Harbin moved and Alderperson Shawn Taylor seconded a motion to approve the $10,000 contribution to the Lincoln Courtroom & Museum Commission for the Abraham Lincoln Statue project. The council approved the motion with yeas from Alderpersons Lisa Buhlig, Mary Davis, Eric Harbin, Keith Schramm and Shawn Taylor; Alderperson Ron Culves recorded an abstention. The minutes state the contribution will be paid 50% from the Tourism Fund and 50% from the General Fund.
The council also approved a request from St. Alexis Catholic Church to close Sixth Street between Washington Street and Lafayette Street on Sunday, Sept. 8, 2024, from 9 a.m. to 6 p.m. The motion to authorize the street closure was made by Alderperson Mary Davis, seconded by Alderperson Eric Harbin, and carried by unanimous voice vote.
In addition to those actions, the council dispensed with the reading of the Aug. 20 minutes and approved them on a motion by Alderperson Eric Harbin, seconded by Alderperson Lisa Buhlig. The consent agenda was adopted on a motion by Alderperson Mary Davis, seconded by Alderperson Eric Harbin, and passed by roll call under the omnibus vote designation.
Department reports were presented and attached to the minutes: the Water Superintendent reported 14,729,980 gallons pumped in August (66,447,278 gallons for the May 1–April 30 period). The police chief reported 711 calls answered in August and 2,548 for the year-long reporting period, five criminal arrests in August (30 YTD) and 59 traffic arrests in August (190 YTD). The fire chief’s monthly totals and the code enforcement and zoning reports were filed and attached to the official minutes.
Mayor Harris also announced that nomination petitions for Mayor, City Clerk, City Treasurer and alderperson seats are available at City Hall; the filing period is Nov. 12–18, 2024. The meeting adjourned at 6:55 p.m. on a motion by Alderperson Mary Davis, seconded by Alderperson Eric Harbin.
