Council adopts three school-area parking ordinances; one measure passes 2-1

Ordinance No. 1287 authorizes the removal of ten parking stalls at the intersection of North 9th Avenue and North C Street to preserve required sight triangles for the BBPS addition; the council suspended the three-reading rule and adopted the ordinance by unanimous vote. Holcomb said the removals were recommended to meet zoning setback conditions tied to the new building footprint.
Ordinance No. 1288 designates two "Handicap Parking" spaces directly north of the sight triangle and west of the new middle-school addition. BBPS Superintendent Darren Tobey said the two ADA stalls are intended to serve individuals using a south-side elevator and the handicapped accessible entry planned for the 2024-25 school year. The council suspended the three-reading rule and adopted the ordinance unanimously.
Ordinance No. 1289 would allow Broken Bow Public Schools to reserve two stalls in the student drop-off and pick-up lanes at North Park Elementary as part of a school fundraiser for the 2024-25 school year. Jessica Gibbons, who described the raffle and coordination with the school principal and transportation specialist, said the south reserved spot would sit about two car lengths in front of the carpool line and the north spot about two car lengths in front of the bus zone; she also said signage and staff monitoring would be used.
Councilmember Luke Wassom said he was concerned about liability and asked whether it was legal for the city to allow reserved stalls on a public street; Councilmember Russ Smith said the City Attorney had been consulted. The final vote on Ordinance 1289 was 2-1 (Ayes: Smith, Holland; Nay: Wassom). Mayor Rod Sonnichsen declared the ordinance adopted after the vote.
Council minutes record that the ordinances were read by title, the statutory three-reading rule was suspended for each, and final passage occurred following roll-call votes. There were no public comments recorded beyond the presenters, and the council adjourned the meeting at 6:29 p.m.
