The Los Angeles County Sanitation District presented details of a planned Santa Anita Avenue sewer‑rehabilitation project to the Temple City Council, saying construction will start in mid‑October and carry an estimated construction cost of about $3.1 million.
Sam Suman, the district’s construction manager for the project, told the council the work will use cured‑in‑place pipe (CIP) lining — a trenchless “pipe‑within‑a‑pipe” method — and that the district expects the technology to provide “another 50 to 60 years of life for any reach.” He said the district’s program will rehab roughly 11,817 linear feet systemwide; the Temple City portion covers about 20 reaches totaling approximately 3,400 linear feet and involves about 88 households along the alignment.
Suman said the typical work sequence includes pre‑cleaning and CCTV inspection, temporary bypass pumping during CIP installation, a two‑to‑three‑hour cure for each liner, reinstatement of laterals and a post‑CCTV inspection. Work hours will generally be daytime, about 7 a.m. to 4 p.m.; crews will set up and break down bypass equipment each day to reduce overnight impacts. Suman said residents will receive door‑hanger notices at least 14 days, 7 days and 24 hours before work in their area, and that notices will be in English and Spanish with Chinese provided as needed.
On service interruptions, the district said brief, planned interruptions may occur during bypass and liner operations. Suman described the expected daily impact as limited and said that residents should avoid large discharges during work windows: “If they do one or two flushes of the bathroom I don't think that will be an issue, but they should refrain from discharging large quantities of water.”
Project contractor Mark Weber and district staff answered council questions about hydraulic capacity, pipe diameters and laterals; the team said CIP thicknesses for the project will range from about 7–12 mm and that laterals are restored after lining using a small robotic camera and reinstatement process. Weber said the project team has used similar bypass layouts elsewhere and intends to use a smaller, quickly assembled rubber hose bypass for this route.
Traffic control will maintain one travel lane in each direction on Santa Anita during work and provide drive‑over ramps where necessary; portable toilets and hand‑washing stations will be made available on request for residents whose service is interrupted. The district also noted a short final restoration period after mid‑December when CIP lining and manhole repairs will be completed.
Next steps include final permit coordination with adjacent jurisdictions (the alignment runs along a city/county boundary) and continued outreach to businesses and residents along the route. The council did not vote on the project at the meeting; the presentation served as the district’s informational briefing to the council and public.
