Mendota Heights ARC adds NOC assistance to 2026 work plan, cites high complaint numbers; FAA RNAV arrivals update announced

The Mendota Heights Airport Relations Commission amended its ARC 2026 Work Plan March 18 to add language seeking NOC assistance in advocating for a more equitable distribution of aircraft traffic and runway use.
Commissioner Neuharth proposed adding the phrase "with the assistance of NOC" to Priority 1 Item 3; Commissioner Bobbitt moved to adopt the change and the motion passed unanimously, 5-0. Commissioners discussed whether to host another NOC listening session; Chair Gina Norling said holding a local session would give residents a place to be heard, while Commissioners Bobbitt and Sloan said annual sessions were not necessary.
City Administrator Jacobson presented airport operational statistics and described complaint numbers for Mendota Heights as high. Jacobson also reported that the Federal Aviation Administration is scheduled to update RNAV arrival procedures on March 19, 2026, while departures remain delayed. Jacobson announced an NOC Listening Session in Bloomington on April 22, 2026.
Commissioner Arbit suggested producing an explanatory article in the summer "Heights Highlights" to educate residents about noise and airport operations; Norling and Bobbitt asked if Arbit would draft copy for that outreach. No public comments were offered during the meeting.
The commission approved the amended work plan language by unanimous vote and will monitor outreach and NOC coordination ahead of the April listening session.
