Council adopts plans, authorizes bids for Hampshire Estates street improvements; park work added

The Mendota Heights City Council on March 17 adopted Resolution No. 2026-21 approving final plans and specifications and authorizing advertisement for bids for the Hampshire Estates Street Improvement Project, Assistant City Engineer Lucas Ritchie told the council.

Ritchie said project specifications were expanded to add work at Hagstrom King Park consisting of a concrete bleacher pad and an eight-foot-wide bituminous trail to connect the bleacher pad to the existing trail along Mendota Heights Road. He told the council the contractor would be allowed to complete the work between May and October; actual start could be in May, June or July depending on the contractor's schedule. "The contractor would be allowed time to complete the work between May and October," Ritchie said.

Councilor Paper asked about the bidding climate and the amount of dirt work required for the concrete pad and pedway; Ritchie replied there was not a large amount of dirt work. Councilor Mazzitello noted county bids on recent projects had come in close to or slightly under estimates and that fuel-price adjustments are typically built into next year's bids.

Councilor Mazzitello moved to adopt Resolution No. 2026-21; Councilor Lorberbaum seconded and the council approved the resolution 4-0. Staff will advertise for bids and evaluate responsive proposals before returning to the council with a contractor recommendation and a project schedule.
