The Leacock Township Board of Supervisors unanimously approved several development-related actions at its April 7 meeting, including a 90-day extension for Center Street Enterprise and conditional approval with multiple waivers for a separate subdivision plan.
Supervisor Donald Gentzler moved to grant a 90-day extension, until July 7, 2026, for Center Street Enterprise, LLC's Final Subdivision and Land Development Plan for Cross Keys Properties (Plan #21-112); Supervisor Carl Smucker seconded the motion, and the board voted unanimously to approve the extension.
Engineer Timothy S. Trostle, representing Gordon L. Brown & Associates, presented a Conditional Approval package for Samuel J. Stoltzfus's property at 2870 Church Road (Plan #25.19591). The board granted a series of modification requests: to Section 265-14.C(1) (Existing Contours), Section 265-14.D(13) (Permanent Markers), Section 265-14.D(14) (Grading Plan), and Section 265-14.D(17) (Stormwater Management Data). The board also noted that the Lighting Plan requirement under Section 265-24.A(7) was withdrawn and granted a deferral to Section 265-23.D (Improvement of Existing Streets) until the township deems it necessary.
Supervisor Gentzler moved to grant Conditional Plan Approval for Samuel J. Stoltzfus (Plan #25.19591) provided the required financial guarantee is in place and outstanding administrative details are resolved; Supervisor James Donovan seconded. The motion passed by unanimous vote.
The minutes record each motion and vote as unanimous; specific roll-call tallies were not recorded in the minutes beyond the unanimous outcome. The board did not record amendments to the motions beyond the listed waivers and deferrals.
Next steps: the Stoltzfus approval is conditioned on the township receiving the financial guarantee and completion of administrative items; the Center Street Enterprise extension preserves the applicant's approval timeline through July 7, 2026.
