BLR economist: Arkansas gross revenues up modestly; net available distribution rises to $4.55 billion

Dr. Carlos Silva, legislative economist with the Bureau of Legislative Research, presented the February 2026 General Revenue Report to the Arkansas Legislative Council on March 20, 2026, reporting modest year-to-date revenue gains.
Silva said gross general revenues year-to-date are approximately $5.36 billion, an increase of roughly $89 million (1.7%) compared with the same point last fiscal year. Net General Revenue available for distribution totaled $4.55 billion, up about $163.7 million (3.7%) from $4.39 billion at the same time the prior year.
Silva explained the cumulative deviation from the DF&A forecast is $7.4 million; he stated this results from a reset tied to an updated forecast from the Department of Finance and Administration (DF&A), which raised the expected surplus. He noted a modest 3.5% decline in the gross receipts category for the month, largely driven by about $10 million in refunds, and highlighted timing-related changes in driver search fee revenue. Silva also referenced private-sector payroll indicators suggesting a low hiring environment and said neighboring states reported similar revenue trends for February.
Council members had the opportunity to ask questions after the presentation. The report was entered as Exhibit D in the meeting record.
