The Laramie County School District No. 1 Board of Trustees on June 16 approved multiple contracts and purchases, including a $40,643,758 base contract with GH Phipps Wyoming LLC for the new Mountain View Elementary School and a separate $187,135 contract with Terracon Consultants Inc. for construction materials testing.
Board members moved, seconded and approved the GH Phipps contract, which includes a base bid of $40,079,320 plus accepted alternates totaling $564,438. Mr. Knapp, speaking to trustees, said the GH Phipps package "is a full complete package for the new Mountain View Elementary School" and explained the alternates: precast gym walls (rejected because it added nearly $300,000), artificial turf for parts of the playground (accepted), advancing a water service routing to the north end for easier future expansion (accepted), and upgraded carpet tile (accepted).
Trustees also approved a professional services contract with Terracon Consultants Inc., not to exceed $187,135, to provide testing services for the Art Elementary replacement and Mountain View Elementary projects. The board approved a separate administrative services agreement with Blue Cross Blue Shield of Wyoming to serve as third‑party administrator for the district’s self‑funded employee health insurance plan, effective July 1, 2026.
Other approved items included permission to purchase five replacement vehicles from Fremont Motors and Laramie Peak Motors for an amount not to exceed $268,697.31, and motions to place administrator professional contracts for the 2026–2027 school year on the appropriate salary schedule. Ms. Granado confirmed the vehicle purchases are replacements after hail damage.
The board opened a 45‑day review period, running June 16–July 30, 2026, for a bundle of policy updates. Ms. Polly said the changes are largely "cleanup" to align policy with statute and current practice, noting specific changes such as repeal of petty cash procedures, a new chapter 4, section 19 specifying signature authority for contracts by position/department, clearer language on district ownership of technology taken home by employees, adjustments to junior high promotion standards, and guidance on partial participation by students enrolled elsewhere who seek elective classes in LCSD #1.
