Open Space Committee presents plan to convey tax-title properties to Conservation Commission

Steve Bolotin of the Open Space Committee presented Article 23 to the Advisory & Finance Committee, asking the panel to recommend conveyance of a list of tax-title properties to the Conservation Commission for conservation and open-space purposes. He said the committee requests $12,500 to cover legal fees, recording fees and title work.
The request prompted questions about funding sufficiency and access. Committee member Christine Richards asked whether the requested funds would need to cover any equity payback to prior owners; Bolotin replied that the properties were taken before the 2021 equity-payback requirement and therefore no equity adjustment is expected. Everett Malaguti asked about public access and parking; Bolotin said the town seeks to provide small trailhead parking for three to four cars where feasible and considers emergency access and enforcement for encroachments.
A member asked whether previously pulled Spinnaker properties had been corrected; Bolotin said the lot identification discrepancies were resolved, which is why the parcels are before the Spring Town Meeting.
Christine Richards moved and Joe Lalley seconded a motion to recommend Article 23 to Town Meeting. The committee voted to recommend Article 23 unanimously, 12-0-0. The vote sends the funding request and the conveyance plan to Town Meeting for final action.
