City Attorney Eric A. Gregory presented an amendment to the water and wastewater agreement between the City of Emporia and the Greensville County Water and Sewer Authority (GCWSA) during the May 19 meeting.
Gregory explained the amendment recognizes GCWSA’s third amendment with Dominion Energy concerning an expansion of a power station and addition of a liquefied natural gas facility. Under the amendment approved by Council, GCWSA remains the primary water and wastewater provider to the facility and the city’s existing system‑capacity obligations are unchanged; the amendment clarifies that Emporia may serve as a backup water source for the facility if needed. The amendment also addresses service arrangements for the LNG facility located in Brunswick County.
Council voted unanimously to approve the amendment. The change is administrative in character and does not alter Emporia’s committed capacity to GCWSA, the city attorney said.
