Committee flags transcript-hold policy and reviews promotion, credit language

Committee members reviewed language addressing student records, promotion/retention and conduct-related privilege restrictions and asked staff to verify cross-references and legal authority before finalizing the handbook.

The group noted an existing district practice allowing withholding of transcripts, diplomas or grades for current or former pupils responsible for unpaid fees, lost or damaged materials, or unpaid deposits. Members discussed fairness when a transferring student arrives owing money to a prior district and said staff should clarify how such cases would be handled in practice.

On academic requirements, members reviewed credit and graduation language and how career-technical education and technology courses count toward state requirements. The committee discussed whether new wording would affect current seniors and concluded the proposed phrasing should avoid unintended retroactive effects.

The committee also reviewed new promotion and retention criteria that would base advancement on curriculum completion, attendance and performance rather than age or social reasons; members noted this change would most directly affect grades six through eight and asked staff to confirm alignment with policy series 2421 and 3530.

Finally, the committee discussed discipline-related consequences such as loss of open-campus privileges or parking privileges for misconduct in the parking lot; members asked staff to clarify definitions like "good order and discipline" in the final draft.

Staff was directed to cross-check policy citations and return a corrected draft for the July full-board review.
