Umatilla County commissioners approve contracts, budgets and a burn ban; several routine items pass unanimously

- Workers’ compensation renewal with SAIF Corporation and payment authorization of $357,195.62. - Award of a three‑year vehicle upfitting contract to Elite Outfitters, with 2026 work capped at $255,742.91 and labor locked at $95 per hour for years two and three. - Adoption of the county safety action plan (grant‑funded) and its data addendum to support future grant applications. - Approval of an intergovernmental agreement allowing Umatilla Health to conduct tobacco retail inspections in Gilliam County. - Authorization of a $22,000 (50%) Title III payment to Northwest Management Inc. for the West County Community Wildfire Protection Plan (CWPP). - Approval of updated fair board bylaws authorizing a two‑term limit for officers. - Authorization for a $1,250 security camera installation at the central water station per consultant recommendation. - Adoption of five supplemental budgets (orders 2026‑60, 61, 62, 63 and 68) and ten budget transfer orders (2026‑64 through 2026‑75) for programs including land use planning, mental health reserves, jail medical payments and economic development. - Adoption of ordinance 2026‑05 on second reading after a public hearing; the county health director explained fee‑structure changes to temporary restaurant permits to conform with Oregon Health Authority interpretation.
Commissioners also amended and adopted the annual non‑agricultural burn ban (order BCC 2026‑032) to begin at 12:00 noon on June 18, 2026. The board approved a letter of support for the Peachstock Music Festival’s request for military aerial support on June 24–25 and awarded the Spout Springs redevelopment contract to Trevor Eaton.
Several items passed with unanimous votes; the board asked staff for follow‑up details on the jail medical contract timing and the CARE program budget adjustments, which staff said reflected corrections to earlier assumptions.
