Chowchilla planning commissioners deadlock on annexation recommendation, schedule special meeting

At its May 20, 2026 regular meeting (continued into May 21), the Chowchilla Planning Commission failed to pass a motion to recommend that the City Council adopt a Mitigated Negative Declaration (MND) and approve an annexation application for property along Robertson Boulevard and Road 15.

Vice Chair Gil Hale moved to recommend City Council adoption of the MND and approval of the annexation application; Commissioner Tricia Placencia seconded. Commissioners Syp Vander Dussen and Michael Wallen voted "no," producing a 2-2 tie and causing the motion to fail. The commission’s minutes record that no members of the public spoke in either public-hearing opening.

The item under consideration covered an annexation application for approximately 53.24 acres (the meeting record also notes a correction to 45.6 acres) and accompanying environmental review documents, including the Mitigated Negative Declaration and a Mitigation Monitoring and Reporting Program. Commissioners directed that a revised Planning Commission Resolution 26-06 remove language referencing "154 affordable family multi-units and 34 duplex opportunities" before the continued hearing.

Following the tie vote, the commission scheduled a special Planning Commission meeting for the following Wednesday to allow commissioners additional time to review the environmental and annexation documents and to continue the public hearing. The minutes list Community & Economic Development Director Denise Munoz and Deputy City Clerk Vanessa Galvez-Escobar among staff present; City Attorney Crystal M. Pizano participated via Zoom.

The commission approved the consent calendar, including the April 15, 2026 meeting minutes, by voice vote earlier in the session with Chair Cheryl Salter absent. The meeting was adjourned by Vice Chair Hale (the minutes record adjournment on Wednesday, May 21, 2026, at 6:05 p.m.).
