Crawford council approves 2023–24 audit, adopts LARM insurance and awards local service bids

The Crawford City Council on Aug. 26 approved the city’s 2023–24 audit, accepted service bids for animal shelter and fuel, and authorized a three‑year insurance agreement with the League Association of Risk Management (LARM) that presenters said would reduce the city’s cost by roughly $12,000.
Martin Schildt of GBE CPA presented the audit and told the council the firm issued an "unmodified opinion," the highest (clean) level of audit opinion. Schildt also told members that an adverse opinion was added for a component unit because Ponderosa Villa was not included in this year's audit; that omission had delayed the city’s submission to the state and held up receipt of Highway Allocation Funds in prior years. Following the presentation, Council Member Christopher Dean moved to approve the audit and the suggested journal entries; the motion passed with Council Members Dean, Patti Page and Dianne Gaston voting aye.
City Clerk Teri Miller reported the city received a single bid for animal shelter services from Regina Rankin of Crawford Companion Animal Hospital; the terms matched last year’s agreement. On Dean’s motion the council accepted the Rankin bid. The council also opened a single bid from Westco for unleaded gasoline, diesel fuel and propane and approved that bid on a motion by Council Member Patti Page.
The council recessed at 6:22 p.m. to await representatives from LARM and reconvened at 7:02 p.m. Jake Tollman and Nate Fox presented LARM’s coverage and a cost comparison. Tollman said renewing with the city's existing insurer would represent a 38% increase and stated that joining LARM "would be a $12,000 savings." On Dean’s motion the council approved a three‑year LARM policy with a 5% discount, approved an interlocal agreement, and adopted Resolution #2025‑09‑LARM 2025‑2026; the vote was unanimous among members present.
Clerk Treasurer Teri Miller also presented the Treasurer’s Report and told the council that spending had decreased for the month and that Highway Allocation Funds had begun to resume since completion of the audit. The council approved the Treasurer’s Report and later approved bills, claims, requisitions and transfers.
The council’s formal votes at the meeting were recorded by motion and passed by the three council members present. The meeting was adjourned at 7:45 p.m.
