Commission recommends assigned zoning for county pockets: large parcel to remain AG while two smaller pockets assigned MR
Summary
City staff recommended and the Planning Commission recommended governing‑body approval of assigned zoning for county pocket annexation no. 9: the large pocket north of the mall assigned Agricultural (AG) to preserve current grazing use; two smaller pockets were assigned Medium‑Density Residential (MR), subject to future zone‑change or conditional use requests.

The Planning Commission recommended that the governing body adopt assigned zoning for a series of county pockets being annexed into the city (PUDC‑25‑258). Staff presented the city’s goal of absorbing county pockets fully surrounded by city limits and proposed AG zoning for a large pocket north of the mall to preserve existing agricultural uses and MR zoning for two smaller pockets where medium density residential development is more likely.
Staff said it had been in discussions with the large landowner and that AG zoning aligned with the owner’s preference; the change is expected to increase clarity and allow property owners to pursue development under city processes if they later choose. The commission discussed tax implications and whether MR would permit multi‑family or patio‑home styles — staff clarified that multifamily above certain densities would require a conditional use or zone‑change, and that MR allows townhomes, duplexes and similar products by process.
Commissioner Wilson moved to recommend governing‑body approval of the assigned zoning map; the motion was seconded and approved by roll call. Staff said applicants seeking different intensities can pursue zone‑change or conditional use reviews in the future.
