Crawford advances golf‑cart ordinance to second reading and orders permit stickers

The City Council on Dec. 9 gave first reading to a proposed Golf Cart and Low‑Speed Vehicle Ordinance that would create Chapter 3, Section 3‑423 in the municipal code and establish a permit program for operation on city streets.
Mayor April Grant read the ordinance language aloud. Attorney Adam Edmund, participating by phone, said he will add violation and enforcement language for the ordinance’s second reading and will draft a companion resolution setting permit fees. Council discussed permit sticker design, enforcement evidence (the council agreed that photographic evidence would suffice for law enforcement), and operational prerequisites including required insurance and a Class O driver’s license for operators.
On unfinished business, the council approved an initial order of 50 permit stickers to start the program; Christopher Dean moved and Patti Page seconded the motion, which passed with Dean, Page and Dianne Gaston voting AYE. Council members indicated a suggested annual permit fee of $50; the fee will be established by resolution at the ordinance’s second reading.
The council did not finalize sticker design or the fee at the Dec. 9 meeting; Attorney Edmund will return ordinance language and a fee resolution for the next reading.
