Commission postpones several items, approves street vacation and hears planning staff updates

At the March 2 meeting the commission took several procedural and administrative actions.

Postponements: The Sweetgrass PUD amendment was postponed to April 6, 2026 after the applicant (Casey Palma) acknowledged notice requirements to about 350 surrounding landowners had not been met. A proposed Unified Development Code text amendment (PLTA-26-1) to modernize special-use approvals, create an entertainment overlay district and add standards for off-track betting facilities was also postponed to allow further drafting and outreach.

Street vacation: The commission approved a staff petition to vacate Frank Court north of Rock Springs Street and an adjacent alley, a largely undeveloped, unpaved right-of-way staff said was being maintained by the city but used by a small number of properties for driveway access. Staff explained public-utility (BOPU) main access/easement details and added conditions requiring easement clarifications; the motion passed on roll call.

Staff updates: Planning staff announced work on the active transportation map, upcoming Active Transportation Advisory Committee audits, and said a request for proposals for a city comprehensive-plan update will be released soon (an 18‑month project). Planning director Charles Bloom provided a legislative update about several state bills affecting annexation, protest rules and stormwater fees; staff said the stormwater item was set for interim study and that a fast-track permitting bill (House Bill 2) was moving through the Legislature.

Next steps: Postponed items will return to the April 6 Planning Commission meeting; the Frank Court vacation proceeds to the next steps in the vacation and platting process as conditioned by staff.
