Planning Commission approves rezoning and expedited plat for 2900 Central Avenue townhomes

The City of Cheyenne Planning Commission voted March 2 to rezone 2900 Central Avenue from MR (medium-density residential) to NR2 (neighborhood residential, medium density) and to advance an expedited plat that would divide the existing multifamily parcel into 17 fee‑simple cottage lots.
Brad Emmens of AVI, the applicant’s representative, told the commission the change is intended to convert the existing townhouse-style development so units can be sold individually. Emmens said the NR2 cottage-lot configuration would allow purchasers to access 30-year fixed-rate mortgages rather than shorter or variable mortgage products available under condominium treatment. “We will be submitting that site plan shortly to go through all the rest of the cottage lot criteria,” Emmens said.
Planning and Development staff summarized the site as northwest of East 29th Street and Central Avenue, surrounded by medium-density residential uses, and recommended approval. Staff said NR2 permits cottage lots by right and more closely matches the neighborhood’s existing rear-loaded, alley-oriented development pattern.
Commissioners discussed governance of the common open space; staff and the applicant said an HOA and a common-lot document will govern maintenance and funding for the shared areas and that garages are rear‑loaded to alleys. The commission moved and seconded the rezoning and plat motions. Both motions passed on roll call.
What happens next: The rezoning and preliminary plat approvals do not end the process. The applicant must submit a site plan showing the common lot and amenities and complete any remaining technical platting steps before final lots are recorded and individual sales can proceed.
