Council adopts revised policies manual and affirms Personnel Officer independence; Kim Duplechain confirmed

The St. Martin Parish Council on March 2 adopted Ordinance No. 21-03-1313-OR approving revisions to the Parish’s Policies and Procedures Manual and amending the organizational chart to reflect that the Personnel Officer reports only to the Parish President and is independent of other administrative personnel.
Parish President Chester R. Cedars presented the revisions and stated that, although the charter provisions require Council approval, prior personnel officer appointments had not been formally approved. The ordinance was adopted unanimously and takes effect immediately upon council approval and the Parish President’s signature.
Separately, the Council adopted Resolution No. 21-023-RS to confirm the appointment of Kim Duplechain as Personnel Officer, consistent with Sections 4-03 and 4-06(B) of the Home Rule Charter. The confirmation vote was unanimous.
Council members said the changes were intended to formalize the personnel function and place it under charter-mandated oversight. The meeting record shows no public opposition to the ordinance or the appointment.
