Covington council approves amphitheater purchase, emergency police appointment and utility job updates

The Covington Village Council on May 18 approved four measures including plans to build an amphitheater in Schoolhouse Park, an emergency appointment to the police department, updates to utility department job descriptions to enable hiring, and the transfer of a surplus body armor vest to the City of Vandalia.
The council passed Resolution R19-26, a third-reading measure authorizing purchase of construction design plans, materials and construction of an amphitheater from the Omnia Partners purchasing cooperative for Schoolhouse Park. Administrator Jordan Hodges described the purchase as the next step toward constructing the amphitheater; Councilmember Julie Blumenstock moved to approve and Councilmember Steven Blei seconded. The motion passed with all ayes.
Council also adopted Resolution R27-26 as an emergency measure to confirm the appointment of Ryan Coverstone as a law enforcement officer so he may begin employment immediately. The council first voted to waive the three-reading rule (moved by Martin Leistner, seconded by Jesse Reynolds) with unanimous support, then approved the appointment (moved by Steven Blei, seconded by Martin Leistner); the vote was recorded as all ayes.
Ordinance 09-26, which modifies the village position description plan for the utility department so the village can post and hire for open utility positions, was considered next. Councilmember Martin Leistner moved to waive the three-reading rule, seconded by Amy Welborn; a subsequent motion to approve the ordinance (moved by Steven Blei, seconded by Amy Welborn) passed with all ayes.
Finally, Resolution R28-26 was approved to authorize transfer of surplus or obsolete equipment — specifically a body armor vest — to the City of Vandalia Division of Police for Tim Cline. Hodges explained that vests are individually fitted and have a five-year lifespan; Tim’s vest is over half of its lifespan and will not fit current or incoming village officers. Council voted to waive three readings and then approved the transfer (all ayes).
The meeting consent agenda had earlier passed with one abstention (Councilmember Jesse Reynolds); otherwise the votes on the listed items were unanimous. The council adjourned at 7:46 p.m.
