Staff told the council the new policy integrates prior separate gift and solicitation rules into a single, updated human resources policy. The packet included a full replacement of the old policy and a new policy text; staff said the new policy clarifies participation in outside organizations, disclosure obligations, and accountability steps involving supervisors, HR and the city attorney.
Council members asked how disclosure would work in practice and whether training would be required. Staff said the policy requires employees to disclose potential conflicts and that supervisors also carry responsibility; human resources will distribute the policy, require acknowledgement, and is seeking a training module for new‑hire orientation and annual staff workplace training.
On the vote to adopt R24‑038 the resolution passed. The clerk’s readout recorded that Vice Mayor Arnold Lopez opposed the resolution and that Councilman Henil was absent.
Next steps: human resources will publish the new policy and pursue the training module identified in the agenda packet.
