Council approves $60,000 contract extension with Baker Tilly to continue capital-asset inventory work

The Safford City Council authorized additional work with auditors Baker Tilly Advisory Group LP to continue the capital asset inventory and related audit preparation after 2023 audit findings.
Staff explained Baker Tilly previously completed movable-asset tagging and partial reconciliation of water and wastewater infrastructure but had not finished classifying buildings, land improvements and several utilities because on-the-ground conditions and historical records made reconciliation time-consuming. The city had initially contracted $60,000 under procurement limits and now requested an additional $60,000 and a 10% contingency to continue work through Dec. 31, 2025.
Councilmembers asked whether the firm could complete the remaining tasks within the proposed time and budget. A Baker Tilly representative and staff answered that the firm would “get as much done as we can for $60,000” but could not guarantee full completion; work is billed hourly and tasks are prioritized as data and GIS improvements permit.
Council moved, seconded and approved the contract extension by voice vote. Staff said remaining purchase-order funds would roll into the new contract to maintain continuity of the work.
