Giddings council approves three alley sales, church spring event and animal-shelter donation; farmers market application deferred

Mayor Joel Lopez called the Giddings City Council to order at 7:07 p.m. on April 13. The council voted unanimously on several routine and land-related items, approved a church event, and adopted a resolution to accept privately funded dog runs for the Giddings Animal Shelter.
The council approved the minutes of the March 23 regular meeting on a motion by City Council Member Jacob Janda, seconded by City Council Member Linda Pruitt. The vote was recorded as Ayes: Casey, Pruitt, Janda, Muniz, Rinn; Nays: none.
Interim City Manager Heather Garner presented a special-event application from St. Margaret's Catholic Church for an annual Spring Fling on May 3, 2026 to be held on church grounds. City Council Member Jacob Janda moved to approve the application; City Council Member Mark Muniz seconded the motion and it carried unanimously.
The council approved three separate alley-sale requests presented by Garner. A request from Victor Juarez to purchase a 20-by-125-foot alley near 420 N. Orange St. was approved on a motion by Mayor Pro-Tem Alan Casey, seconded by City Council Member Mark Muniz. Council also approved a 20-by-75-foot alley purchase near 489 N. Leon St. requested by James and Lori Mitschke; James Mitschke told the council he mows and maintains the alley and that vehicle ruts make maintenance difficult. That motion was moved by Mayor Pro-Tem Alan Casey and seconded by City Council Member Kevin Rinn. A similar 20-by-75-foot alley sale near 453 N. Leon St. to Jesus “Jessi” Lara, who said he also maintains the alley behind his house, was approved on a motion by City Council Member Mark Muniz and seconded by City Council Member Kevin Rinn. Staff reported that maps reviewed for these alleys showed no utilities in the parcels presented.
The council adopted Resolution No. 626-2026 accepting a private donation of outdoor dog runs for the Giddings Animal Shelter. Garner said the donors will fund, construct and help maintain the runs “to give dogs in our shelter a chance to exercise and spend time outside.” City Council Member Linda Pruitt moved to adopt the resolution; City Council Member Mark Muniz seconded and the motion carried unanimously.
A special-event application from Tammy Overton to hold the Lee County Farmers Market on Saturday, May 9, 2026 at Veterans Park was presented but not acted on; Overton was not present and no site map for vendor placement was available, and Mayor Pro-Tem Alan Casey asked that the item be posted to the next meeting.
The quarterly investment report was received for review; Garner reported Texpool at 3.68% and First National at 4.00% as of March 31. No action was taken on that item.
The meeting adjourned at 8:03 p.m. The council’s next regular meeting was noted to be April 27 and will be held at the fire station per the manager’s announcements.
