The City Council on Feb. 24 approved two project awards to advance development at the Safford airport.
Design completion: Council authorized the airport manager to issue a purchase order to Dibble Engineers not to exceed $116,000 to complete terminal building design work and reach 100% design so the project will be shovel ready for competitive federal grants (Bipartisan Infrastructure Law airport programs). Staff said earlier design-phase expenditures can be rolled into federal grant matches.
Strategic business plan: Council also approved a purchase order up to $88,700 to Dibble Engineers to prepare an airport strategic business plan to guide future development, identify market sectors, infrastructure needs and help position the airport for economic development opportunities.
Voting and procurement: Both actions were approved by voice vote during the regular meeting; staff indicated invoices will be processed as deliverables are provided under the airport’s on‑call professional services contract.
Provenance: discussion and approvals recorded from SEG 2642 through SEG 2780.
