Plain City Council approves $1.255 million bond refunding for municipal pool, appoints two residents

The Plain City Council voted unanimously March 10 to approve Ordinance 06-2025, authorizing issuance and sale of refunding bonds in a maximum principal amount of $1,255,000 to refinance bonds previously issued for constructing an outdoor municipal swimming pool and declaring an emergency to expedite the measure. Council Member A. Lewis moved approval; Council Member K. Ferguson seconded the motion, which passed on unanimous voice vote.
The council also completed two appointments. Council Member A. Lewis moved to appoint Eli Abrams to the Tree Commission for a term ending December 31, 2028; Council Member J. Sintz seconded and the motion passed unanimously. Council Member T. Harriman moved to appoint Jhamari Hogan to the Board of Zoning Appeals for a term ending December 31, 2026; Council Member J. Sintz seconded and the motion passed unanimously.
During routine business the council approved the February 24, 2025 meeting minutes on a motion by Council Member T. Harriman, seconded by Council Member J. Sintz. Clerk of Council Mr. Dreier noted that Madison County and Union County 9-1-1 program final reports were provided as required notices; no action was required on those reports.
The meeting included two public hearings on zoning-code amendments—ZC-24-6 (amending Chapter 1181.06, Application Procedure) and ZC-24-7 (amending Chapter 1181.04, Development Provisions of Part Eleven of the Planning and Zoning Code). Both hearings were opened and closed with no public comment recorded.
Council listed several first-reading items for future consideration, including Ordinances 07–09-2025 (additional planning and zoning updates and code replacement pages) and Resolutions 15–17-2025 (reestablishing the Personnel and Finance/Capital Improvement Project Committee, participation in an ODOT bridge replacement project, and accepting Housing Council recommendations on CRA agreements). No final action was taken on those first readings.
The council entered executive session at 7:09 p.m. under Ohio Revised Code Section 121.22(G)(8) to consider confidential information related to negotiations with other political subdivisions; listed staff attendees included Village Administrator Haley Lupton, Director of Law Paul-Michael La Fayette, Director of Finance Renee' Sonnett, Mr. Hutchinson, and Clerk of Council Mr. Dreier. The council exited executive session at 7:43 p.m. and adjourned the meeting.
