Council hears proposal for MOWSD well lease; mineral-rights and environmental impacts to be researched

Administrator Haley Lupton told Council that the Mid-Ohio Water and Sewer District (MOWSD) completed a test boring on Village-owned land near the Heritage Trail Trailhead and identified a viable aquifer. MOWSD’s concept would place a small 10-by-10-foot shed to house the well head.
Council President M. Terry asked who owns the water in the aquifer and said the Village should ensure compensation and rights are correctly handled. Mr. Terry expressed concern that MOWSD could charge Village residents for water the Village effectively owns, and he asked for details about mineral rights and compensation.
Councilmember J. Eudaily questioned whether pipelines could cross the Big Darby Creek because of environmental protections; Administrator Lupton said, based on current conditions, such work could be possible but staff will research environmental permitting, impacts on neighboring wells and property rights.
No formal action was taken; Lupton said she will report back with more detailed information to Council before proceeding.
