Plain City administrator asks council to review supplemental budget that adds ODOT bridge grant and capital project funding

Village Administrator Haley Lupton asked council to consider a supplemental budget update at the April 2 work session to incorporate an ODOT Maple Street bridge grant and to add or adjust funding for several local capital projects, including a comprehensive plan update, wayfinding signage, uptown crosswalk work, Shepper and Converse engineering costs, and park improvements at Kaiser Field.
Village Administrator Haley Lupton told Plain City Council on March 24 that staff will present a supplemental budget update at the April 2 work session that incorporates new and revised project funding needs.
The update would add an Ohio Department of Transportation grant award for the Maple Street bridge replacement project and increase the appropriation for the village’s comprehensive plan update. It would also include funds for Union County Tourism wayfinding signage, adjust transfers to the Street Operating Fund and Police Operating Fund, allocate money for the Uptown crosswalk project, and cover engineering expenses for Shepper Avenue and Converse Avenue reconstruction. The proposal also accounts for replacement bleachers at Pastime Park and new asphalt at Kaiser Field.
Councilmember A. Lewis asked whether the Plain City Area Ball Association would help with the cost of the new asphalt. Lupton said the association is assisting with the replacement bleachers but not the asphalt; she added that the asphalt work is expected to be completed by the end of April, ahead of opening day for the baseball season.
Chief Dale McKee’s earlier staffing update noted one recruit will start academy training in late April; the department has reposted a remaining open position to attract more applicants.
The supplemental appropriation is listed as Ordinance 10-2025 and will be on the agenda for the April 2 work session for council consideration and potential action.
