Plain City approves four $5,000 community grants, adopts several resolutions

Plain City Council approved four Community Grant Program awards totaling $20,000 at its May 12 regular meeting, awarding $5,000 each to Steam Threshers, Plain City Area Ball Association, Rock the Clock and the Plain City Music, Arts, and Theatre Society.
Councilmember K. Ferguson moved to approve the Steam Threshers application; Mr. Lewis seconded and the motion passed by voice vote. Mr. Lewis later moved to approve the Plain City Area Ball Association grant; Mr. Sintz seconded and the motion passed by voice vote.
The Rock the Clock award passed with four yeas and two abstentions; Mr. Lewis and Mr. Sintz abstained. Mr. Sintz said he may provide video services for the event and cited that as his reason for abstaining. The Plain City Music, Arts, and Theatre Society award also passed with four yeas and two abstentions; Mr. Eudaily and Mr. Harriman said they abstained because they have children participating in programs run by the organization.
Administrator Haley Lupton told Council the program was funded at $20,000 for 2025 and each applicant requested $5,000. Lupton clarified that, per the Village insurance advisor, the Village can provide only cash grants and cannot offer cost-incurred forgiveness. She said unused program funds would be returned to the fund account if not allocated.
In other business, Council unanimously approved four second-reading resolutions: Resolution 27-2025 authorizing a Sponsorships for Public Use Policy; Resolution 28-2025 accepting public improvements constructed for Madison Meadows II, Section 1A; Resolution 29-2025 accepting public improvements for Madison Meadows II, Section Two; and Resolution 30-2025 amending rental rates for Village-owned facilities. Each resolution passed by voice vote after a motion and second recorded in the minutes.
A procedural note: Council approved the April 28, 2025 meeting minutes earlier in the meeting; the minutes passed with five yeas and one abstention (Mr. Terry).
Council did not receive public comment during several zoning-related public hearings that were opened and closed on the agenda.
Council directed staff to consider possible changes to Community Grant Program scoring and eligibility for future years and to return with recommendations as needed.
