The Kenosha Zoning Board unanimously approved a variance on June 10 for a detached garage at 1775 21st Avenue, allowing an applicant to build a three-car garage in a front-yard location that would otherwise conflict with accessory building setback rules.
Staff reviewed the lot plat and told the board the property is unusually shaped because it was platted in about 1960; staff said the irregular lot lines create a unique circumstance and the request met the four findings required for a variance under section 9.05(b). "This certainly is a unique lot," a staff presenter said, noting the lot’s curvature and nonstandard depth.
Neighbors and the applicant spoke in support. "I grew up in the neighborhood… it’d be a nice spot to build a 30 by 24, three-car garage," Rolando Torres said, describing the planned garage as storage for vehicles and family items and saying his family lives across the street.
Board members asked about precedent but staff and the city attorney said each variance is judged on property-specific facts; staff said few lots in the city share the same geometry and approved the request.
A motion to approve the variance was made, commissioners voted aye in roll call and the motion passed unanimously. The board did not attach additional conditions beyond standard permit compliance.
