Presenter asks trustees to adopt revised H2M rate sheet after Jefferson and Wood drainage delays

Presenter (S7) told the Board of Trustees that the Jefferson and Wood drainage improvement project has encountered unexpected field conditions and weather-related delays that required a higher level of construction oversight and a revised proposal from H2M.
S7 described encountering substantially more rock excavation than anticipated and a very harsh winter that repeatedly interrupted work. Those field conditions, S7 said, prompted the assignment of a resident engineer to provide construction coordination and on-site inspection and to work directly with affected residents. "His rate is $242 an hour, and based on the contractor's revised project schedule, his 730 hours commitment," the presenter said, noting H2M's November 2025 proposal had assumed a less-experienced construction inspector at a lower hourly rate.
S7 asked the board to consider adopting H2M's new rate sheet so the village can fund outstanding invoices at the revised rates and to take up the revised construction-management proposal at the upcoming legislative meeting. The presenter also said eligible work that meets FEMA guidelines should be at least 75% reimbursable: "As long as it meets FEMA guidelines, then we should be able to seek at least 75% reimbursement on it," S7 said.
S7 reported the contractor on site remains the same and that the resident engineer, identified on the record as Randy (H2M), is providing daily on-site coordination and face-to-face outreach with residents. The presenter said he will provide the corrected revised proposal to trustees the following day and recommended trustees vote on the rate sheet at the legislative meeting because invoices are outstanding.
Next steps: staff will distribute H2M's revised proposal and rate sheet to trustees ahead of the legislative meeting; the board is scheduled to consider adopting the new rate sheet and the revised proposal at that meeting.
