Budget proposes expanded family planning, postpartum coverage and tribal health supports

Zack Hughes and Peter Moore, budget analysts with OSPB, described health-care components of the FY2026 executive budget that expand eligibility and funding in several areas.
The budget includes a mix of general fund and federal expenditure authority to expand traditional healing services at Indian Health Service facilities, increase family planning eligibility thresholds and permanently extend postpartum Medicaid coverage from 60 days to 12 months. OSPB also highlighted investments to increase provider rates for ALTCS EPD and Division of Developmental Disabilities providers by approximately 6% to improve workforce competitiveness and capacity.
The presentation identified tribal consultation and grants that may support tribal governments, Indian Health Service programs and urban Indian organizations. OSPB emphasized that some investments draw federal matches and that program implementation will be coordinated across state agencies.
