Planning Commission recommends annexation of Alan Howard parcel to preserve city opportunity for future development

The Planning Commission voted to recommend annexation of property offered by applicant Alan Howard, who said the roughly 130-acre parcel adjoins the industrial park and could be used for future housing or commercial development.
Howard told commissioners he was pursuing annexation so the city would have the opportunity to include the property before utility service from Manchester could make annexation and later utility transition difficult. Staff (Mr. Luthy) reviewed state annexation rules and the city’s plan-of-services obligations, concluded the property is contiguous with existing city limits along Highway 55, and said that any required water, sewer and electric extensions would be the applicant’s responsibility. Commissioners asked staff to clarify a recent utilities-related law referenced by the applicant and to coordinate with Tullahoma Utilities Authority (TUA) and other providers; the commission then moved, seconded and voted to recommend annexation to the Board of Mayor and Aldermen.
Staff noted annexation would not add appreciable fire or police service burden because no residences currently exist on the parcel but that infrastructure extensions would be costly for development and fall on the developer.
