Plain City Council approves routine appointments, zoning code changes and dog park contract amendment; awards $500 to local nonprofit

The Plain City Council met June 9, 2025, at Council Chambers and took a series of administrative and planning actions, including a $500 community grant, multiple appointments and term adjustments to boards and commissions, adoption of zoning-related ordinances and approval of a contract amendment for the Plain City dog park.
Mayor Jody Carney called the meeting to order at 6:30 P.M. and council approved the meeting agenda and the minutes of the June 4 work session by unanimous consent. In reports, Carney highlighted recent outreach including a Depot soft opening and the Depot grand opening scheduled for June 13; Village Administrator Haley Lupton said the Aquatic Center is open for the season, reminded council that the Maple Street bridge will be closed about 120 days beginning June 23, 2025, and noted staff outreach at a Jonathan Alder School District forum.
On a discussion item, Lupton explained that Daily Needs Assistance (DNA) had submitted a $500 grant request to help cover costs for the Coldest Night of the Year event and that the request was inadvertently omitted from the community grant review process; Council, by unanimous consent following a motion from M. Terry and a second from T. Harriman, approved the $500 award.
Council considered its July meeting schedule and unanimously agreed to cancel the July 2, 2025 meeting and keep meetings on July 14 and July 28. Two public hearings on zoning amendments (ZC-25-6 and ZC-25-7) were opened and closed with no public comment.
Under appointments and term adjustments, council reappointed Christy Syfert and Mary McGrath to the Tree Commission with terms ending Dec. 31, 2028. Council also approved amendments to term lengths for Planning and Zoning Commission members — Ronald Price (term to Dec. 31, 2025), Brad Swank (Dec. 31, 2026), Diana McCoy (Dec. 31, 2027) and Nick McCullough (Dec. 31, 2028) — pursuant to Ordinance 14-2025. All motions were seconded and carried by unanimous vote.
In unfinished business, council discussed and approved at second reading Ordinance 16-2025 (amending Chapter 1163 B2 Community Business District) and Ordinance 17-2025 (amending Chapter 1183.04 concerning marijuana cultivators, processors and dispensaries). During that discussion, Village Planner Derek Hutchinson explained that screening requirements for drive-throughs adjacent to residential areas may vary by circumstance and could require additional screening or a variance.
Council also approved Resolutions 31-2025 (Donations or Gifts for Public Use Policy), 32-2025 (Naming Public Properties Policy) and 33-2025 (Uptown Alley Archway Program and Policy) by unanimous votes.
In new business, council introduced first readings for several items including an annexation petition (Ordinance 18-2025) and a planning and zoning fee schedule (Resolution 34-2025). Council moved to waive the second reading of Resolution 36-2025, which amends the contract with Vititoe Construction Inc. for the Plain City Dog Park project, and approved Resolution 36-2025 by unanimous vote.
Mayor Carney also noted a notice from the Ohio Division of Liquor Control for a permit application at 101 S. Chillicothe Street (Around the Clock Hospitality LLC); council took no action and indicated it would not object.
Council entered three executive sessions under Ohio Revised Code Section 121.22: (G)(2) to consider the purchase of property for public purposes, (G)(8) to consider confidential information related to an applicant for economic development assistance, and (G)(1) to consider the employment and compensation of a public employee. Each executive session was entered and exited by unanimous motion; listed staff attendees included Village Administrator Haley Lupton, Director of Law Paul-Michael La Fayette, Director of Finance Renee' Sonnett, Police Chief Dale McKee, Development Director Jason Stanford, Village Planner Derek Hutchinson and Clerk of Council Justin Dreier. The meeting adjourned at 8:27 P.M.
What happened next: Several items listed as first readings (including an annexation petition and fee schedule) remain at first reading; the Depot grand opening is scheduled for June 13, 2025. No public comments were made during the two zoning public hearings.
