Plain City Council reviews goals on sidewalks, Depot opening and property maintenance

Plain City Council on June 4 reviewed its five annual goals and related subgoals, reaffirming priorities for pedestrian connectivity, public-space improvements and organizational professionalism.
Village Administrator Haley Lupton updated Council on project timing: the West Avenue and U.S. 42 project is progressing with construction expected to begin in September 2025, the Uptown crosswalk project will follow the Rock the Clock event this year, and the West Avenue culvert replacement is planned for 2027 using Safe Route to School grant funding. Lupton said staff continues to pursue grants to expand sidewalks and trail connections, including across Big Darby Creek.
Councilmembers identified priority areas for near-term sidewalk work. Council President M. Terry said he wants pedestrian connections allowing walking or bicycling from anywhere in the Village to Pastime Park. Councilmember T. Harriman recommended crosswalks on Church Street and North Avenue; Mayor Jody Carney and others urged extending sidewalks along North Chillicothe Street to connect to Pastime Park. Members agreed that some corridors, such as US-42, may constitute larger projects better suited for future capital planning and grant strategies.
On public-space objectives, Lupton reported the Depot grand opening planning and the start of closing on the Raber property using Ohio Public Works Commission grant funding; the next phase of the Depot project is scheduled for next year. Clerk Justin Dreier said most committees and commissions have adopted rules and few vacancies remain, which Council cited as progress toward organizational professionalism.
Next steps: staff will maintain short- and long-term project lists for the CIP, continue grant pursuit, and return with updates to Council.
