Plain City Council approves TREX liquor transfer and dog park contract amendment

Plain City Council voted unanimously at its April 14 meeting to approve a TREX liquor-transfer application for Around the Clock Hospitality LLC and to waive the second reading and adopt Resolution 23-2025, which amends the contract with Vititoe Construction Inc. for the Plain City Dog Park project.
The TREX motion was made by Council President M. Terry and seconded by T. Harriman; Council recorded the vote as "all in favor." Administrator Haley Lupton had described the TREX process as a transfer of an existing alcohol permit into a jurisdiction that certifies the application as an economic development project. The Ohio Division of Liquor Control notice for 153 W Main Street (Helterbrand Holdings LLC dba Board & Brush Creative) was presented; Council declined to object by unanimous consent.
For Resolution 23-2025 (amending the Vititoe Construction Inc. contract and waiving the second reading), Mr. Terry moved to waive the second reading (seconded by J. Eudaily) and then moved to approve the resolution (seconded by J. Sintz). Both motions passed unanimously.
No roll-call vote with individual member votes was recorded in the minutes beyond the notation "all in favor."
