Former councilmember urges changes to Plain City mobile-vendor rules

Leslie Perkins, a Plain City resident and former councilmember, told the council at the April 14 public hearing on proposed ordinance ZC-24-8 that new mobile-vendor restrictions would impede her ability to operate an ice cream trailer.
Perkins asked that a requirement to move mobile-vendor trailers each night apply only to vendors operating on public streets rather than to vendors on private commercial property. She also objected to a proposed cap limiting operation on commercial property to six hours per day and urged council to reconsider that limit.
Perkins warned the proposed prohibition on electrical cords would prevent overnight refrigeration. She told council that without power she could not "keep the ice cream cold within the trailer during non-operational hours." Councilmember A. Lewis asked that the hearing be reopened so Perkins could continue; Mayor Jody Carney reopened the hearing and then closed it at 7:29 p.m.
The proposed ordinance would amend Chapter 1194 (Mobile Vendors) of the Planning and Zoning Code. Council did not take final action on the ordinance at the meeting; the item was listed as a first reading in the new-business packet.
The hearing followed routine agenda business and public safety and infrastructure reports. The council will consider the ordinance through the normal ordinance-reading process before any change takes effect.
